According to the Monticello Police Chief, Carlos Garcia, Charlie Henry Dobbins,65, of Monticello was arrested and charged with Rape of a minor on July 11,2022 in connection with an investigation conducted by Monticello Police Department’s Criminal Investigations Division and the Arkansas State Crimes Against Children Division.
On August 23, 2023, a jury trial was held at the Drew County Courthouse and Dobbins was found guilty of Sexual Assault 2nd Degree and sentenced to 40 years in the Arkansas Department of Corrections.
