Pursuit On State HWY 387 At Ouachita County Rd 148 (Hickman Rd) – Video


On August 4, 2021 at approximately 2032 hours, I (Trp. Justin Starnes #264) was conducting traffic enforcement on Arkansas State Highway 387 at Ouachita County Road 148 (Hickman Road). While traveling northbound, I observed a white pickup truck traveling southbound that appeared to be traveling faster than the posted speed limit of 45 miles per hour. I activated the front antenna of my radar and observed a digital display of 60 miles an hour with a clear doppler tone. I proceeded to the right shoulder to turn around and activated my blue lights to indicate a traffic stop. Once I was able to turn my unit around I observed the truck accelerate around a left hand curve. I activated my siren and caught up to the truck as it turned right onto Ouachita County Road 149. The pickup continued on Ouachita 149 for approximately 1/2 mile and turned into the yard of a residence located at 143 Ouachita 149. The driver continued around the residence and I observed the driver to be wearing a white t- shirt before the driver drove onto Ouachita 149 traveling towards Arkansas State Highway 387. The vehicle turned northbound on Arkansas State Highway 387. It continued northbound into the city limits of Camden on Mount Holly Road and to the intersection of Fairview Road. The vehicle came to a complete stop at the stop sign then continued across Fairview Road and continued traveling northbound on Mount Holly Road. While attempting to get the driver to stop, the driver would continuously wave his left hand and arm in a circular motion outside the vehicle. The vehicle turned eastbound on South Street and came to a stop at the stop sign located at the intersection of South Street and Arkansas State Highway 7. The vehicle turned left and traveled northbound on Arkansas State Highway 7. The vehicle continued northbound passing the Ouachita County Sheriff’s Office and Carnes Park. The vehicle exited Arkansas State Highway 7 and began traveling northbound on United States Highway 79. The vehicle reached the intersection of Bradley Ferry Road and turned right traveling eastbound on Bradley Ferry Road. The vehicle continued eastbound and then turned left traveling northbound on North Yancy. The vehicle then turned right traveling eastbound on Sallie Street. The vehicle slowed and turned right into the front yard of 411 Sallie Street. The driver was ordered out of the vehicle and subsequently placed into custody without incident. Kelly Brothers wrecking company was dispatched and took possession of the vehicle. The driver was identified as Roddrick Crowell. Mr. Crowell had a suspended driver license and an active warrant from Arkansas Parole Board. I transported Mr. Crowell to the Ouachita County Sheriff’s Office. Mr. Crowell was cited with fleeing, fictitious vehicle license, driving on suspended license, no liability insurance, reckless driving, and speeding. The Ouachita County Jail administration would not hold Mr. Crowell. Mr. Crowell was released on citation and given a court date of September 30th, 2021 at Ouachita County district court.
