A meeting of the Board of Directors of the Southeast Arkansas Regional Solid Waste Management Board was held on December 10, 2020 via Zoom video call at 11:15 am.
Judge Jim Hudson, Board Chairman, called the meeting to order.
Judge Hudson asked if there were any corrections or additions to the Minutes of the October 8, 2020 meeting, as mailed. There being none, Judge Richard Tindall moved they be approved. Seconded by Judge Eddie Best. Motion carried.
Judge Hudson reported that the Financial Reports are in the board folders. Judge Randy Pruitt moved they be approved. Seconded by Mayor Flora Simon. Motion carried.
Judge Hudson called on Mr. Shane Knight for his report. Mr. Knight stated that we have received that last of the E Waste funding from DEQ. He stated that all parts for the rebuild of the planetary and shaft have been received and the mechanic is in the process of rebuilding the main grinder #7908. He stated that the main grinder is at full operation, and transportation of waste tires continues to flow at a normal rate with no interruption. He also stated that we have received the 2021 round of recycling grant monies, and grants are available currently, and to contact Shane for a copy of the application. Mr. Knight stated that staff continues to meet with Mr. Bill Stovall, the Associations consultant concerning the transition for the solid waste districts; and there will be a proposed plan to submit three pieces of legislation that would realign and fund the solid waste districts. He stated that the expansion project is nearing completion. He stated that we have a large stockpile of TDA at this time, this is essentially considered product for TDF; however, any county that needs the TDA for a civil engineering project, please plan through the Director of Solid Waste office to secure this product.
Judge Hudson requested a motion to accept or deny the Solid Waste Audit included in the board packet. Judge Richard Tindall made a motion to approve the Solid Waste Audit. Seconded by Mayor Crystal Marshall. Motion carried.
Judge Hudson referred to the Recycling Grant Applications for Jefferson County, Cleveland County, Lincoln County, and the City of Star City included in the board packet. Judge Randy Pruitt made a motion to approve the applications. Seconded by Judge Eddie Best. Motion carried.
There being no other business, Judge Randy Pruitt made a motion to adjourn. Seconded by Mayor Joe Dan Yee, and the meeting was adjourned.
The next regularly scheduled meeting will be held on February 11, 2021 in Pine Bluff.
